To organise
4 meetings of the Technical and Scientific Committee, in order to undertake responsibility for the organisation, operationalising and implementation of the whole programme.

To carry out action research on the impact of the growth in Subutex © prescribing in EU countries, by developing a comparative pespective alongside other forms of substitution, in particular methadone. This action research will take into account the medical and psycho-social aspects of treatment, as well as their impact upon risk behaviour linked to the injecting use of drugs or psychotropic substances. This programme will involve instiutions countries: Belgium, Denmark, France, Italy, Portugal, and UK.

Follow up the programme of the Race & Drugs Project. This programme is based at Middlesex University, London. (T3E-UK : k.khan@mdx.ac.uk)
Proposal for Organisational Review Guidelines



Enlargement of our network of structures and specialists working in the field of addiction, as well as in the struggle against poverty, by promoting the exchange of organisational through inter-institutional placements.

To produce an english/french glossary of terms and expressions in use in the field of addiction. The creation of such a glossary will facilitate the work of translation and interpretation of specialist publications by systemasing terms and expressions in usage in France and their english equivalents; additionally, it will highlight some of the conceptual and/or cultural differences underlying linguistic realities.

To participate, in cooperation with GEERMM, in the organisation of a training seminar in the area of substance abuse prevention and harm reduction behaviour amongst young people. This partenership will enhance across-frontier work being conducted by GEERMM in more EU countries. T3E will allow 10 counsellors and/or those with responsibility for primary prevention work with young people (from England, Spain, Italy, Portugal) to participate in this seminar and allied activities.

To organise 30 one-week placements for agencies and organisations belonging to our network from 13 EU countries. These placements will be on the following themes: social reintegration, prevention of risk behaviour linked to substance use (licit or illicit).

To organise 3 seminars:
- in Metz (France), in partnership with ASPST, on the theme "The Clinic for Addiction" 21 - 22 March 2002
- in Bristol (UK), in partnership with Bristol Drugs Project and Bristol DAAT, on the theme: "Substitute Prescribing - Which Way Out", 11 -12 April 2002
- in Copenhagen (Denmark), in partnership with Vestsjællands Amts Misbrugscenter, on the theme: "Political choices, therapeutic choices" 26 - 27 September 2002.

To organise a European colloquium at Beauvais (France) on the theme: "Adolescence, risk behaviour and drug dependence", April 2003.

To Publish 2 newsletters in partnership with ERIT, GEERMM, IREFREA, ASGG/SASTIPEN, FESU and ITACA, AND 2 Cahiers T3E: a) Glossary of terms and expressions (described above); b) peer- training activities conducted during the course of the programme. The dissemination will be via internet on the T3E web site.
